Clallam PUD Awarded Second Round of State HEAR Funding to Expand Heat Pump Rebates for Low-Income Households

Washington State Department of Commerce grant will help an estimated 158 low-income Clallam County households install high-efficiency heat pumps

CARLSBORG, Wash. — June 23, 2026 — Public Utility District No. 1 of Clallam County (Clallam PUD) has been awarded a second round of funding through the Washington State Department of Commerce’s State Home Electrification and Appliance Rebates (HEAR) Program. The new $1,127,000 award will allow the District to provide dollar-for-dollar rebates for high-efficiency electric heat pumps to an estimated 158 low-income households across Clallam County.

The award builds on the District’s first-round HEAR grant of $426,146, received last year, which funded heat pump installations for more than 60 low-income households. The second-round program more than doubles that reach, continuing Clallam PUD’s track record of directing 100 percent of HEAR rebates to households at or below 80 percent of Area Median Income.
